<base> The BASE element

The <base> element specifies a base URL and/or TARGET to be applied to the page as a whole. Generally the HREF would point to a directory upon one's server, which would be used to fill out partial URLs mentioned in the page.

The TARGET attribute specifies a destination window/frame as the default for URL activating functions not specifying a target of it's own. This latter attribute is not part of the official specification at the time of this writing.

    UNDERCONSTRUCTION
